Who We Are
Our Background
The Civic Progress Party (CIPA) is a political party established under the Constitution of Kenya, 2010, and the Political Parties Act, 2011. The mandate of the party is to promote democratic governance, social justice, and inclusive economic progress for all Kenyans.
CIPA is headed by the National Chairperson, supported by the National Executive Committee (NEC). Our structure includes directorates for Registration and Field Services, Legal and Compliance, and the National Elections Board, all working together to ensure a professional and transparent political movement.
Our History
CIPA came out of a simple frustration: too many promises, too little delivery. Years of watching governance fall short pushed a group of concerned Kenyans to stop complaining and start organising. We have grown from that founding group into a structured party with offices, systems, and a clear agenda — one that is about action, not just words.
Our Offices
CIPA has established 27 interim county liaison offices to decentralize its operations across the country, ensuring reasonable access to services in all parts of the republic in the spirit of devolution.
County offices manage branch operations, provide civic education, and offer technical assistance to members during digital registration to ensure full compliance with the Political Parties Act.

Party Leader
Serves as the party's presidential candidate; if none is present, they are elected by the National Delegates Convention (NDC).
Deputy Party Leader
Acts as the principal deputy and assists in the development and execution of party policies.
National Chairperson
Provides strategic leadership, supervises overall party operations, and chairs the National Executive Committee (NEC) and NDC.
Secretary General
Serves as the Party Spokesperson and is responsible for the effective management of the National Secretariat.
National Treasurer
Oversees the party's finances, ensuring compliance with public finance regulations and the Political Parties Act.
National Organizing Secretary
Responsible for party mobilization and coordinating the 270-day recruitment plan across counties.
Organizational Architecture
CIPA is structured into three primary tiers: Governance Organs (Political), The National Secretariat (Administrative/Technical), and Field Operations (Grassroots).
1. Governance Organs — The Decision-Making Tier
These organs are responsible for the party's political direction, constitutional oversight, and high-level policy formulation.
National Delegates Convention (NDC)
The supreme authority of the party. It elects national officials, amends the constitution, and ratifies major policy shifts or coalitions.
National Governing Council (NGC)
Acts on behalf of the NDC between conventions. It reviews the party's legislative agenda and ensures the National Executive Committee is meeting its strategic targets.
National Executive Committee (NEC)
The principal executive organ. It manages party affairs, implements NDC/NGC decisions, and provides strategic leadership to the Secretariat.
The Central Committee
A specialised core within the NEC tasked with rapid decision making, handling emergencies, and managing the day to day political strategy.

Rights of a Member in CIPA
Participation in Party Activities
Every member has the right to participate in the activities of the party, including attending meetings and contributing to party forums.
Voting and Elections
Members have the right to vote in party elections and to be eligible for election to any party office or organ, provided they meet the specific qualifications.
Inclusivity and Non-Discrimination
Members from special interest groups, including women, youth, and persons with disabilities, have the right to equal access to opportunities and resources.
Information and Transparency
Members have the right to access information regarding party operations, including inspecting party records at the head office or county offices during working hours.
Freedom of Expression
Every member is entitled to the freedom of expression and the right to advocate for their political opinions within the party's pluralistic discourse.
Due Process in Disputes
Members have the right to a fair hearing through the Internal Dispute Resolution Mechanism (IDRM), which must adhere to the rules of natural justice and provide written decisions.
Accountability
Members have the right to demand accountability from the party leadership and to participate in the oversight of party resources and policy implementation.
Internal Dispute Resolution (IDRM)
The CIPA IDRM is designed to provide fair, independent, and transparent dispute resolution for all members.

Financial Administration
In alignment with Chapter 9 of the CIPA Constitution, the party maintains a transparent Uwazi Ledger to track all fiscal activities. Sources of funds include:
- The Political Parties Fund (PPF) once electoral thresholds are met
- Membership fees through the tiered subscription model
- Voluntary contributions from any lawful source
- Donations, bequests, and grants from lawful Kenyan sources
- Proceeds from investments the party has an interest in
