Terms of Reference

1. Purpose and Scope

These Terms of Reference (“Terms”) govern the use of the Civic Progress Party (CIPA) website and all associated digital services, including the online membership registration system, the member profile checker, and volunteer sign-up forms.

These Terms apply to all users of the CIPA website, whether accessing it as a visitor, prospective member, registered member, volunteer, or administrator. By accessing or using our website, you agree to be bound by these Terms. If you do not agree, please do not use the website.

These Terms should be read alongside our Privacy Statement and the CIPA Party Statutes and Constitution.

2. Legal Framework

CIPA is a registered political party in Kenya operating under the following statutory framework:

Membership is regulated by the ORPP — the Office of the Registrar of Political Parties — through the Integrated Political Parties Management System (IPPMS). The CIPA website supplements, but does not replace, the official ORPP IPPMS registration process.

3. Website Use

Permitted Use

• Accessing publicly available information about CIPA and its policies
• Submitting a membership registration or volunteer application
• Checking your CIPA membership status using your ID number
• Submitting a membership resignation request
• Downloading publicly available documents and publications
• Contacting the Party through the provided contact details

Prohibited Use

You must not use the CIPA website to:

• Submit false, misleading, or fraudulent membership applications or information
• Register as a member if you are already a registered member of another political party in Kenya
• Attempt to gain unauthorized access to any part of the website or administrative systems
• Engage in any activity that disrupts or interferes with website services
• Use automated tools (bots, scrapers) to collect data from the website without written permission
• Upload, transmit, or distribute any malicious code or harmful content
• Use the website for any unlawful purpose or in violation of Kenyan law

CIPA reserves the right to block access to users who violate these Terms and to report such violations to the relevant authorities.

4. Membership Registration Terms

Eligibility

To register as a CIPA member, you must:

• Be a Kenyan citizen aged 18 years or older
• Hold a valid National Identity Card or Passport
• Not be a registered member of any other political party in Kenya at the time of registration
• Not be serving as a public officer who is prohibited from party membership under the Constitution
• Voluntarily consent to joining the Party and authorizing the sharing of your data with the ORPP

Accuracy of Information

You are responsible for ensuring that all information submitted in your membership application is accurate, complete, and up to date. Providing false information — including registering with another person's identity documents — is a criminal offence under Kenyan law and grounds for immediate cancellation of membership.

Email Verification

For security purposes, all new CIPA member profiles and resignation requests are processed through email verification. A 5-character verification code is sent to the email address you provide. Your profile will only be created — or your resignation processed — after successful verification.

ORPP Registration

Creating a profile on the CIPA website is separate from your official registration on the ORPP IPPMS. For your membership to be legally recognized, you must also register through the official IPPMS portal at ippms.orpp.or.ke or by dialling *509#.

Resignation

Members may resign their CIPA membership at any time through the website. Resignation on the CIPA website only deactivates your CIPA digital profile. To complete your official party resignation, you must also resign separately on the ORPP IPPMS system.

Membership Categories and Fees

CIPA offers Ordinary Membership (free) and Life Membership (KES 10,000 subscription). Subscription amounts and membership category terms may be revised by the National Executive Committee (NEC) from time to time in accordance with the CIPA Constitution.

5. Content and Intellectual Property

All content on the CIPA website — including text, graphics, logos, images, party documents, and policy publications — is the property of the Civic Progress Party or its content suppliers and is protected by Kenyan copyright law.

You may view, download, and print content from our website for personal, non-commercial use only, provided you retain all copyright and proprietary notices. You may not reproduce, distribute, or transmit CIPA content for commercial purposes without prior written permission from the Party.

The CIPA name, logo, and party branding are registered trademarks of the Civic Progress Party. Unauthorised use of CIPA branding is prohibited.

6. Disclaimers and Limitation of Liability

The CIPA website is provided on an “as is” and “as available” basis. While we strive to keep information accurate and up to date, CIPA makes no warranties, express or implied, regarding:

• The accuracy, completeness, or currency of any information on the website
• The uninterrupted availability of the website or its services
• The security of the website against all possible threats

CIPA shall not be liable for any direct, indirect, incidental, or consequential loss or damage arising from your use of, or inability to use, the website — except to the extent required by law.

External links on the CIPA website (e.g., to the ORPP IPPMS, eCitizen) are provided for convenience only. CIPA does not endorse and is not responsible for the content or privacy practices of linked third-party websites.

7. Governing Law and Jurisdiction

These Terms of Reference are governed by and construed in accordance with the laws of the Republic of Kenya. Any disputes arising from your use of the CIPA website or these Terms shall be subject to the exclusive jurisdiction of the courts of Kenya.

Disputes relating to CIPA party membership, party elections, or internal party matters are governed by the CIPA Constitution and shall be resolved through the Internal Dispute Resolution Mechanism (IDRM) before any recourse to the courts.

8. Amendments

CIPA reserves the right to amend these Terms of Reference at any time. Changes will be posted on this page with an updated “Last updated” date. Continued use of the website after changes are posted constitutes your acceptance of the revised Terms.

For material changes affecting member rights, CIPA will provide advance notice via email or a prominent notice on the website.
