Become a CIPA Party Agent

In accordance with the Elections Act (2011) and the CIPA Constitution, party agents safeguard the integrity of the electoral process.

Eligibility & Qualifications

Citizenship & Registration

Must be a Kenyan citizen and a registered voter in the respective constituency or ward.

CIPA Membership

Must be an active member of CIPA with a verified digital profile.

Integrity Standards

Must adhere to the requirements of Chapter Six of the Kenyan Constitution (Leadership and Integrity).

Neutrality

Must not be an employee of the IEBC or hold a position creating a conflict of interest with electoral neutrality.

Core Roles & Responsibilities

Under Election Regulation 30, a CIPA Agent is tasked with safeguarding the party's interests through:

Process Witnessing

Witness the opening of ballot boxes, sealing of containers, and verification of serial numbers before polling begins.

Monitoring

Observe the entire voting process to ensure compliance with the Elections Act and report any irregularities in real-time via the CIPA Digital Portal.

Tallying and Counting

Witness the sorting, counting, and tallying of votes at the polling station and tallying centers.

Statutory Forms

Review and sign official results forms (e.g., Form 34A) upon completion of the count.

Consistent with CIPA's fully digitized model, the application and appointment flow is managed through the website:

Application Submission

Log in to your member profile and select the "Apply as Agent" option.

Electoral Mapping

Confirm your County, Constituency, and Polling Station.

Training & Certification

Complete the mandatory CIPA Agent Training Module (digital) covering the Elections Act and Uwazi reporting tools.

Accreditation

Upon approval by the National Election Board (NEB), your appointment letter is generated digitally and synced with ORPP IPPMS for IEBC accreditation.

Agent Code of Conduct

All CIPA agents must abide by the ORPP Code of Conduct for Political Parties:

Non-Interference

Agents must not interfere with the Presiding Officer's duties or voting secrecy.

Identification

Must wear official IEBC-issued ID badge and CIPA accreditation at all times.

Professionalism

Maintain high standards — no intimidation or campaigning near polling stations.

Confidentiality

Protect voter privacy while ensuring full transparency of the count.

Real-Time Reporting — The Uwazi Edge

CIPA agents use the CIPA Mobile Reporting Interface to log station opening/closing times, upload signed Form 34A images, and submit incident reports directly to the IDRM.
